Extended xdoc::order-subtopics to allow children to be in order of when they were documented, rather than alphabetical.

See :DOC xdoc::order-subtopics.

Note: Although regression caused the certification error reported in
Github Issue #634, I was able to get the same error using an ACL2/SBCL
executable built without the changes being committed here.
