Signal.FromArray example, more details please

The accord-framework example posted at link below shows construction of an empty Signal and a Signal loaded with data from an array of floats : 6 pairs or 12 floats (not a power of 2).

* What is this data? re, im pairs?
* The example shows SampleRate = 8000.
* How is this data, SampleRate used to construct the signal?
* Wikipedia discussion of Signal processing doesn't explain either.

Using ScatterBoxPlot.Show to plot the data. It shows 4000 pts with a 'peak' at about 1200. Why are 4000 pts missing? The waveform chart is very difficult to use. It crashes program more than it works.
