We have the original Merriman binnacle and wheel on Iemanja....1984 #66. I have been able to tighten the brake over time with good success. What we are now experiencing is that there is a half round groove in each of the brake shoe halve in which a pin glides into as the wheel rotates. I assume that this was to keep the brake in alignment as the wheel rotates. 
Well one of the grooves as worn away and the other one now seems to be catching the pin as it goes into the groove, thus creating a noticeable catch as the wheel turns. 
Can anyone tell me if there is supposed to be 2 pins on that wheel axle that keep this brake in line? I only have one now. Perhaps the other has sheared away over the years. 
Looking for any and all suggestions on how to and where to buy repair parts for this issue....

Ernie: I have an original installation/parts manual. I've gone over the details of the brake installation and can find no clear detail which shows how the shaft can bind with the brake shoe. But at the bottom of the page is a clear admonition not to change the settings of the bolts which hold the brake shoes in parallel. That your brake shoe shows edge wear makes me highly suspicious that those setting are wrong on your pedestal and that accounts for the uneven wear on the shoe. If I am correct, then resetting those bolt settings so that the shoes ride exactly parallel on the shaft may solve your problem. The worn down of the shoe/shoes should not be a problem....at least in the near term. Hope this helps.

Ok once again you all have helped out amazingly!!
The manual was very valuable in determining what parts were supposed to be there as well as the general put together which is always good to have.
The groove that I was seeing in the brake shoes was  not supposed to be there according to the brake assembly picture that was sent along by Steve. Thanks Steve.
It turns out that the roll pin which which goes through the shaft and gear housing had worked its way out over time. As it got out to about 3/16" proud of the housing, it began "milling" a perfect groove in the brake shoes. As the wheel turned back and forth, at first it always lined up perfectly. But as it got deeper and deeper, it started to catch when the wheel rotated and the pin didn't line up with the groove any longer.....thus a catch or glitch happened. I really began to notice it after the auto pilot was on for a few hours. When I disengaged the pilot,the first time I turned the wheel to starboard, boom it caught. After a few turns it was free and fine.

So I pulled out the pin, measured and order the right pin from MacmasterCarr. Came in today and all is fixed. And by the way I had to order a bag full so if anyone needs one....I got em.....
