Confirm that the MOO process is actually dead. Kill if if not.

If the process didn't die cleanly sometimes the port will not be available for a few minutes after the process is dead. I've never investigated why this might be the case for MOO and I frankly haven't run the MOO server in a, uh,  very long time, but it may be possible now that Linux 3.9+ has SO_REUSEPORT the code could be made to use that flag.
