temporary dump file: Permission denied

I had a major server failure, and re-installed my LambdaMOO.

It believe I've done everything as before, but when I use @dump-database, it shows:
Apr 20 12:15:37: *** Opening temporary dump file: Permission denied

Temporary checkpointing is also denied:
Apr 20 11:07:09: CHECKPOINTING on xxxxxx_backup.db.#14# ...
Apr 20 11:07:09: *** Opening temporary dump file: Permission denied

The permissions on the folder (usr/local/MOO/bin) are:
drwxrw-rw- 2 root root 4096 Apr 19 19:04

I'd appreciate any advice you may be able to provide.
