The default_map demo that comes with GE Enterprise the the map apis
are loaded through
<script type='text/javascript' src='http://ge/maps/mapfiles/140/
fusionmaps_local.js'></script>
<script type='text/javascript' src='http://ge/maps/mapfiles/140/
fusionmapobj.js'></script>
but replacing the typical
<script src="http://maps.google.com/maps?
gwt=1&file=api&v=2&sensor=false" />
line in the module causes an error:
java.lang.RuntimeException: The Maps API has not been loaded.
Is a <script> tag missing from your host HTML or module file? Is the
Maps key missing or invalid?

Try backing down the gwt-maps version to 1.0.2 or 1.0.3. The current
release requires a minimum rev of the API for 2.147
