A woman has set a top speed of 147 mph (~236.5 kmph) on a bicycle with custom gears, and drafting behind a large SUV.

This sounds lame. One could even design a air suction behind the SUV so that one does not have to even pedal. Of course, eliminating road undulations will also be equally important at this speed. So, they would have made the road surface as smooth as possible.
Simple thing they could have done is to measure the power she generated on the crank. They will decide if she really deserves the feat or not.
