Speed limits and bar hours

Just a couple of updates.

1) The House and Senate have both now passed language allowing municipalities to set speed limits below 30 in thickly settled areas.

2) Thanks to Paul Berkeley, I became aware of language that would have allowed municipalities to permit 24-hour operation for bars.  I was able to get this language removed from the municipal modernization bill.
