I need to have DBCLIENT.DLL on the client, and it needs to be registered,
but I don't even know what that means. I mean I've heard of DLLs, and know
it stands for "dynamic link library", but that's the extent of my knowledge.
Today I uninstalled the trial version of NOD32 anti-virus and also installed
the new version of Windows Defender -- could either of those result in this
error message?
Any ideas how to fix this?

With DLLs you never know.

No, you will need to know when it started, after what action - update -
patch - reinstall - uninstall happened.
