The doubling of "t" is optional and some books (especially Yajurvedic scriptural books) go wild on doubling consonants, using the grammar rule which permits. In fact, there is a long discussion on what is permitted, since you may get into infinite recursive application of the doubling permission and grammarians devise something to stop it at two(:-)) . I know that the dictionary gives it as vArttA and may have justified as derived from vRtta, but traditional kozas (like amarakoza) give only vArtA. I will vote for vArtA.

In fact, there is a long discussion on what is permitted, since you may get into infinite recursive application of the doubling permission and grammarians devise something to stop it at two(:.)) . I know that the dictionary gives it as vArttA and may have justified as derived from vRtta, but traditional kozas (like amarakoza) give only vArtA. I will vote for vArtA.

*AS: The AB commentary suggest two meanings to sUtkara:: either by lifting his neck . as a peacock would look up at a roaring cloud or by making a whistling sound in excitement. Both sound good!

*jd. the cry recorded here is quite different . https://www.youtube.com/watch?v=9MhZPqHeEAQ

*jd. sUt.kara is also breathing thru the folded tongue, the "cooling breath".

*vlm.40. Hearing this the king looked at the horse, and ordered him to be brought before him, in a voice like that of the peacock answering the roaring cloud.
