Chromebook Display Language default

Has anyone figured out a way to make English the default display language this way if someone switches it to Hebrew, when they sign out, it switches back?

A user’s language setting is personal. So, if you use a Chromebook, set it to Hebrew and then log out, the new login screen will show in Hebrew. But, if I then log in—and my language is English—I will see the OS in English.
