How to test my own build of BouncyCastle?

I am using the current Wycherproofs and the current Bazel. My goal is to test/check the local build of BouncyCastle (BC).

The current test seems to insist on downloading BC from the Internet - which is not what I need (besides the testing computer being on an isolated network, so it cannot download anything even if I wanted do - which I don't :).

Question: how can I run the tests on the local set of BC jar files?
