Messages generated from a Template such as the ICS 213 include the contents of the message data fields in the message body.
The XML attachment is included to instruct the receiving operator which Winlink Express Template was used to generate the message, but capability to load the message data into an HMTL form for display inside a browser is proved by the Winlink Express or WoAD application.
The Winlink team has begun adding a capability for non-Winlink users to be able to manually load data into an HTML form for some, but not all, template forms. The non-winlink user must be provided a copy of the template form separately. Forms are not sent along with the email.
There are videos and instructions on the Winlink site about how to send a non-Winlink user a copy of the HTML template file that they can use to generate messages and load message data for display manually outside of Winlink. Again, this is limited and not supported for all forms.
That approach may also work for WoAD but I have not attempted it.
The FAQ page below includes a link to a YouTube video demonstrating the process of a non-winlink user generating an outbound ICS 213 message. Possibly the received text could be loaded into the form using the Load Initial Data option.
