Can't read the full article to know if this came from Trump, The Independent, or both... but "Time Warner" is the wrong entity here.
If the reference is to traditional cable TV: Charter Communications took over Time Warner Cable, and changed the brand name to Spectrum, in 2016.
If the reference is to DirecTV (which announced in January that they would be dropping OAN when its contract expires in April, and which was apparently sued over this by OAN today, which may be why it filtered into Trump's brain): DirecTV became a fully-owned subsidiary of AT&T in 2015. Separately, AT&T acquired Time Warner in 2018 and changed its name to WarnerMedia. AT&T spun off DirecTV into a separate company in 2021 (still retaining majority ownership, but no longer in charge of operations), and WarnerMedia is in the process of being spun off and merging with Discovery Networks to form a new company.
Even though they were both AT&T subsidiaries for about three years, DirecTV and WarnerMedia (the former Time Warner) were being run separately (of course, money was being shifted from to the other as DirecTV paid for the rights to carry WarnerMedia's various channels).
