Change in AVE between 2018 and 2019

Hi WITS Forum team,

I would appreciate some additional information explaining the increase of the AVE tariff from 70.73 to 7373.16 between 2018 and 2019 for the HS6 product (HS2007 nomenclature) 220430 imposed by the reported United States (840) on the partner World (000).

This is especially surprising as the unit price on imports of 220430 from the World to the US only went from $1.53 to $3.27 between 2018 and 2019.

The specific tariff went from 36.8 cents/kg  in 2018 to 43.8 cents/kg + 7% in 2019

 

The  problem is clearly with the unit price used to compute the AVE. Unit prices are calculated using trade data for a group of 28 OECD countries and average over 3 years.

 

A thorough investigation of what happened is needed.

Thank you for your response. I found a similar oddity for HS 22071030 imposed by USA (840) to World (000). The AVE in 2019 jumped from 83 in 2018 to 87519.62 while the actual non ad-valorem tariff didn't change.

Is there something more systematic happening here with your 2019 AVE tariffs? I've stumbled on a few more of these large increases in AVE in 2019.
