Urgent: accessible elections announcement from ECI

Please find attached the notice issued by ECI on 7th September, which the Chief Election Commissioner of India has asked us to comment on, at the earliest.

Request you to reflect on the document latest by Sunday, day after morning 10am.

Thanks Meenakshi, for pointing that out.

I could open it in my phone unlike other attachments, to my surprise, and so missed to note that.

Will put up the link for the same document to the group, first thing tomorrow morning.

It was one of our demands always but both ECI & States keep missing on them.

Will also specifically coordinate with ECI on coming up with PDF version or any other screen reader accessible version of all their upcoming documents.

Thanks Meenakshi for your response. The reference was to the earlier notice issued during TN elections in March, which too did't have a specific mention of persons with disabilities living in institutions.

Smita thank you for the website ID I could axis the document and read it carefully my Neisha response is that it sounds good one area which I am not clear is that how these officers in walled in election or trained that that is what is the inputs to change their attitude to words persons with the abilities attitudinal barriers are the sensitive issues which crop up during the process of putting at times if the supporting team is inadequate in knowledge of the needs of persons with levities they may miss behave and will cause inconvenience during the time of voting that is something which is very important for us I suggest that can we request the ministry to involve or persons with disabilities in training officers involved in conducting elections I think this document should reflect the idea of intrusion of persons with disable it is you are in the training of officers can you please make it as part of the recommendations please call me for more clarity on this point if it is needed

Mention about braille is scattered in many provisions. Whereas, the experience need to be put in single place for better understandability:

 

1.       List of candidates with their proper serial number matching EVM numbering to be made available to voters with blindness or low vision in braille in English and Local language. Same list may also be provided as audio recording loaded on a player that any-one could listen to before casting their vote.

2.       Braille and  normal tactile numbering on EVM.

3.       If voter wishes, then an escort of the choice of the voter be allowed to accompany the person with blindness to assist him/her to press the button on the EVM.

Dear Smitha,

For persons with visual impairments

1. I would like to go with all the below points from Dipendra Sir. And, would like to add few more

2. Acknowledgement by audio with a headphone provision for successful voting done or request to press the button again on failure

3. With technology advancements going on Refreshable Braille Display they could also think of having two Braille Cells display. On successful as 'ok' and 'no' on failure to press the button again for persons with deaf blindness.

For persons with hearing and speech impairments

1. Sign language video relay about the whole process in the voter id registration and polling booths. This would help even if the interpreter or officers who are given training goes for a Tea / Lunch break. It happened so when I visited for audit last election, at many places it was Tea break for volunteers to assist wheelchair users. And, they returned after twenty to thirty minutes.

2. Pamphlets / Signboard with the whole process displayed, wherever Video relay is not possible.

For persons with intellectual and cognitive impairments

1. The whole process in bilingual, easy to understand with pictograms (works out for both Hearing impairments as well as them)

2. Companion to be allowed and priority given without much questioning / debates happening in the voter id registration / polling booths.

For persons with locomotor impairments

Not just, 'Proper accessibility to the polling station should be ensured'. Each line by line guidelines information have to be followed upon structural and information (signage) accessibility as per Harmonized Guidelines for Barrier Free Environment of Ministry of Urban Development. (http://cpwd.gov.in/Publication/Harmonisedguidelinesdreleasedon23rdMarch2016.pdf) 

This should be followed right from Pathway to access booth to polling and returning back.

At least now that we have got harmonized document, they should implement this before 6 months and allow social audits. The results of social audits should not get watered down citing time fator, conduct of election code and all other numerous reasons.

Voter Database

1I believe they would include a field for capturing all types of disabilities in the database for Voter ID registration 

2.They could also capture data for Wheelchair assistance required, Sign language interpretation required,  Braille Ballot paper required, Magnifier required, Personal assistance required  This would ease time and cost efforts during the electoral process.

All those mentioned in ECI document without ambiguity but to the point. Wherever there is a generality in information for implementing, there is always a much scope for either negligence or ignorance. This has to be taken care of. For example in the annexure, Responsibility column, Concerned Departments (SJ & DWD). What is SJ & DWD, at State level.

Taking the liberty of introducing myself: first blind commerce Graduate from St. Xavier's college Calcutta, First Blind MBA from Symbiosis (SCMHrD) and was instrumental in creating reservation quota for all disability across IIMs, IITs and all Universities & colleges in India in 2000.  
Government agency continu to practice scanning document saving it as PDF and uploading this on their website.  
They have to make their digital channel accessible to all including the blind / visually impaired citizens.  
Interactive voice Response system can be set up for illiterate / low tech solution  for knowing or transacting with election commission.
Acccessible appe should be developed / text mesage service can be provided for seamless voting.

(note; they could develop main stream websites and implement concept of Universal design ensuring accessible web sites.
