Dear all,

The Committee on the Rights of the Child (CRC Committee) has decided to develop a General Comment (GC) on the rights of adolescents. The experiences, opportunities and challenges facing adolescents clearly varies widely across different regions and between different groups of adolescents. The Committee is therefore seeking submissions from interested bodies and States, in all regions and from a wide range of perspectives, to inform the drafting process.  

The objectives of the GC are to:

provide States with guidance on the legislation, policies and services needed  to promote comprehensive adolescent development in accordance with their rights;
highlight both the positive opportunities for development and the unique challenges experienced during adolescence;
enhance understanding of and respect for  the evolving capacities of adolescents, and the implications for the realisation of their rights;
strengthen the case for greater investment in adolescents to enable them to realise their potential.  

The Committee is calling for written submissions on relevant research evidence, findings from consultations with adolescents, examples of laws, policies or programmes, or evidence of good practice that would contribute to their drafting process, please submit the documentation to: c...@ohchr.org.

The deadline for submissions is: 1 April 2015. Submissions must be in one of the working languages of the Committee: English, French or Spanish.

The outline scoping document for the General Comment can be found here or attached.   Among many other issues, the scoping document refers to eliminating disability based barriers in the protection of rights (within the judiciary), as well as fulfiling rights inclding access to quality and inclusive secondary education, and access to appropriate mental health services.

It would be great for DPOs, in particular youth sections, to contribute to the drafting of the CRC Committee's GC on adolescents to ensure that the view of youth with disabilities is represented.

Would it be good for me to write in about the current situation of deaf adolescents in India given that no information reaches them in a standard format or sign language? If yes, I will get to work on this.
