I have seen a couple of issues regarding the install of Python 3. I found this site that worked without flaw for my install onto my Pi3+. I like to do things step by step. So if you have had some issues with the Python portion of your upgrade, check this site out. Ia Pi3.

Following this install, the install of WeeWx Version 4 went without a hiccup.
