No logs

Delete the weewx.log file and restart weewx and now I have no log in either weewx.log or / var/log/messages and I only have /var/ syslog

That is not enough information about your system to explain how you 'had' a weewx.log to begin with, but I'm guessing that you might want to restart whatever logging daemon you are running.   Try that.   Assuming you are running rsyslog, that would be "sudo systemctl restart rsyslog"
