HP1000 Driver upgraded for WeewxV4.1.1 and Python 3

The HP1000 (and clones) driver has been upgraded to match weewx V4.1.1 (at least that was what I tested it on) and Python 3

The driver is in the in the same place as before (i.e. https://github.com/AussieSusan/HP1000).

There are no substantive changes in this version other than those to support Python 3.

I have run this on my Raspberry Pi Zero weather monitor for a while now with no errors noted, but I don't guarantee that none exist.
