The value of HTML_ROOT is available as $HTML_ROOT. 

You'll be OK with the example you gave, but keep in mind that, in general, HTML_ROOT is relative to WEEWX_ROOT, which is not available.

    # Where the generated reports should go, relative to WEEWX_ROOT
    HTML_ROOT = /var/www/html/seasons

Could in a .tmpl file I say some think like: -

     $StdReport.html_root
to returm the path

Or am I being over simplistic?
