Debian 10 weewx, running as non-root, cannot be stopped

Due to recent changes with Debian Buster there are some situations where systemctl will refuse to shut down or restart weewx, due to the pidfile not being owned by root.
I don't know if this applies to installations in /home, but it certainly does when installed using the debian package.

The fix requires a simple change to the init.d script, which I have written up at the bottom of the wiki about running as non-root user.
