I'm not familiar with the Belchertown skin, but if it works like other skins, the NOAA reports are generated from the earliest timestamp in the database to the last timestamp.

So, you must have a very early timestamp in your database.

Ah, I had a rogue single entry in all tables in weewx.sdb for a date in 2000 - not sure where that came from but a couple of years ago i merged databases after rebuilding the server so must have been an error then.

 

Resolved: stopped weewx, deleted the rows via sqlite, restarted weewx, deleted all the .txt files in NOAA directory, ran wee_reports and now all good.
