How to refer to a remote database when configuring multiple bindings?

The Customization Guide has an example where multiple binding
appears to involve two databases on the same LAN. What syntax would be
needed, following the example in the guide, so that weewx on my local
system could find the weewx.sdb on the remote system (not on the same LAN)?
For example, assume it is a standard configuration on the remote system
which has a WAN IP of 100.82.99.183.
