Fresh WeeWX 5.1 install and Belchertown 1.3.1 skin install issues

I just installed a fresh WeeWx install on Ubuntu server using the Debian install. Installed Belchertown 1.3.1 from the GitHub repository using the weectl extension command. But the weewx logs consistently show ModuleNotFoundError: No module named 'user.belchertown', so I am not getting an index.html generated for the site. The original skin works and shows my site. Anyone else have this issue?
