Issue with Belchertown skin and custom includes

I have not been able to figure this out on my own, but any content I'd place in the custom includes area (i.e. skins/Belchertown/index_hook_after_station_info.inc, etc) seems to only update the information when I first add the include, then it stays static. This happened with WeeWX XArgs variables, and is now happening with images I place in there.

My gut and basic understanding thinks this is a cache issue, but I am at a loss on how to fix it.

Thanks for any help. Trying to get the site the way it want it before i struggle with FTP/Rsync :)
