wee_ utilities missing after fres 5.1 install

Hello,

I have freslhly installed weewx according to https://weewx.com/docs/5.1/quickstarts/debian/

I have even checked the files location according to https://weewx.com/docs/5.1/usersguide/where/ - /usr/share/weewx/

and the commands are not even there.

what I did wrong? It does not work with or without sudo command.

there are no more info as to do this:
