Help with install weewx on Linux to upload to weather underground

I have a friend who wants to get his Davis Vantage Vue working on a Linux.  He is brand new to Linux and is looking a how to.
He has been trying for a couple months with no success finding a how to that is basic enough with a clear step by step for
someone with zero Linux experience.  I own a raspeberry pi but only use it with ready made booting software so I am useless
to him for help.

He has the stock USB interface, not a after market).  The system works perfectly on his Windows 7 uploading data to wx underground.
He has a spare computer, linux is free and wants to give it a go for a dedicated computer or pick up a raspberry pi.

Any pointers for a "weewx for dummies" would be much appreciated.

Thank you for this info.  Most of this is what I have already found and at
this point my friend
has not had any luck with.  Someone from this group will be helping us with
a working image
we will copy to a SD card.   If this works then we will go over the steps
he used to get us there.
Its certainly not as easy as a Windows point, click, install, enjoy.

Nor is it intended to be.....

But if you have no Linux experience you will have a lot of pain getting there. There is some baseline Linux expertise that is basically required as a prerequisite.

At a minimum, you need to be able to install software and edit text files.

For Linux HOWTOs in general, there are thousands.  I usually tell people to look at the (free) edx.org class on Linux from the Linux Foundation as a self-paced starter to get at least some exposure to Linux before getting frustrated. - see https://www.edx.org/course/introduction-to-linux - you have to register for an account, but the class is free.
