What is the simplest way to upgrade weewx 3.9.2 to 4.6 (or the last version)?

Yes I did ... but should I upgrade from 3.9.2 to 4.6 directly or there are some steps?

Then I will upgrade my Raspberry Pi to Pi 4B 4GB ... This is a big step from Pi 2B ...

Where should I start?
