unfortunately i18n-report is not that smart - it only finds untranslated strings that are wrapped in gettext.  i tried a few patterns for strings that are not wrapped in gettext, but i was still getting *way* too many false positives.

I looked into adapting xgettext for just that reason. Basically, adapt its HTML engine for Cheetah templates. But, it started looking like an impossible project.
