Rocket cache thrash

Adding to prior observations of when Rocket and Chrome get locked into what I call cache thrash:

1) Chrome is generally showing "waiting for available socket"

2) httpserver.log is filling with lines like

127.0.0.1, 2020-03-29 11:19:15, GET, /admin/todolist.load, HTTP/1.1, 200, 0.295000
127.0.0.1, 2020-03-29 11:19:17, GET, /myapp/appadmin/hooks, HTTP/1.1, 200, 11.413000

Admittedly, I'm using an old web2py (2.14.6), but Rocket hasn't had a lot of updates.
