2 - Delivery Model : The Concept

Hi everyone,

As we decided in Athens, the first item that we need to discuss is the concept of delivery model itself. This post is here so we can share our ideas. 


Here is a recap of some of the different definition I found:

  •  Similar to « Business Model » (Yadoo, 2011, 35) 
  •  ‘The way that a project design aims to overcome the barriers to scale up and sustainability in energy access and development projects’ (Practical Action cited in Yadoo, 2011, 34) Three legs (Yadoo, 2011, 35):

-       Technology choice

-       Implementing Process

-       Enabling Environment

Join the discussion about what you understand about the topic, what do you think we should look for in delivery models, what do you think makes them successful or not.

Thanks for kicking off this discussion Zoe.

I would definitely agree with the first two of Yadoos 3 pillars, but I would see the enabling environment as something external in which a project/initiative exists, but is not necessarily part of the delivery model itself. It is something that an implementing organisation can influence (e.g. by lobbying for policy change or starting a new company to manufacture eauipment locally) and could be linked to a particular delivery model, but isn't in my mind a core part of it. Happy to be convinced otherwise though!

Hi Jon,

I agree with you that it is slightly out but I think it is nonetheless very important. It can have a big influence on the successful implementation of a project and it should be carefully thought about when planning one.

For example: In the UK, the planning system as well as the way the Microgeneration Certification Scheme and the Feed-In Tariff work could be said to inhibit the implementation of DIY wind turbines. So generally things such as policies or financial mechanism in place are definitely something to consider when planning a project. 

However, I am uneasy with the concept of 'enabling environment' because it implies this environment is enabling (on a spectrum of more or less) or positive. But I would think it is also very important to understand the potential obstacles for successful implementation and design a delivery model according to both (maybe similar to a worst case scenario). So I would rather call it just 'Environment' even if it's vague. 


What does everyone think?

I agree with Zoe "It can have a big influence on the successful implementation of a project and it should be carefully thought about when planning one."

I would say enabling environment because if the environment is not safe, wind resource is not there, or in our case there isn't a community in need there; we wouldn't be able to work there so our delivery model would fail.

Zoe! Thanks for re-charging our working group

I agree with Zoe and Jessica, we need wind, people and safety, and I would like to add the commitment of the community in need. If they dont see the energy like something important we can´t do all the work.

I undestand Jon because this is the thin line that divides the delivery model from the market assessment we disscus in Athens. But we need to do this analysis (even with little or intuitive information) of the environment to decide if we will implement a project there, like a small o very local market assessment, the baseline. We need to know the social situation, the economic activity of the community, his history (if they are historical inhabitants or newcomers), if they have experience in implementacion of projects or in the use of technology, if they are willing to make an effort to carry out the project or if they expect it passively, etc. 

We have some documents that we use like a guide (because in general you can't ask so many things to the people in rural areas, less by writing). I attached here. One for households and one for schools.

So, I belive that the name "enabling environment" is ok. Having this in mind we can identify "the potential obstacles for successful implementation and a worst case scenario" as Zoe said.

I will read the articles and then continue!

Hi Guys,

Thanks for sharing your thoughts.

I agree that Enabling Environment is fine too! Luciana, I dont speak great Spanish (yet) but I think the type of questions that you have in the documents seem similar to the elements I condensed in the original template for the projects database on Dropbox which are totally relevant to the information you will need to develop an suitable delivery model to a given scenario. 

I found this online interactive tool developed by Practical Action that is mega useful and easy to use. http://practicalaction.org/consulting/pisces/ Tell us what you think of it. It's rather more complete (complicated) than Yadoo's three pillars as there 5 (basic model, equipment, resource, appliance, initiative) then separated again in subsections but I really like it. I think this could be a good base for our future work as it is also accessible.

From this, I think we should move to the third topic of discussion on the forum on methodology and start thinking of elements that can influence success and others that can in turn be obstacles in the specific case of small locally built wind turbines. 

In the end we need to come up with some sort of methodology to assess delivery models in front of a given situation and I thought we should try to a way to create a map of delivery models for small wind but I have no idea yet how we can represent effectively so many different variables on a map...

For the Skype I am free outside of working hours (UK) and will create a Doodle survey to find a suitable time after this email.
