Hi, neighbors…

As mentioned earlier, I’d like to gather a vote from Walhalla Ravine Association members on the lot-integrity resolution ( https://drive.google.com/file/d/1KKCkK8mHMIRQNvE-xnUUGQzwTzmsW13j/view?usp=share_link )

This message is not a call for votes. It’s to propose the voting process, so there’s time for questions or suggestions before the actual vote.

Proposed voting process:

• Voting conducted by email
• Voting open until Thursday, Jan. 8 at 1 a.m. (to allow time to tabulate and share results before the CAC meeting later that day)
• Vote options are Yes / No / Abstain
• One vote per WRA household

• Votes include voter’s full name and address so eligibility can be confirmed

 (A WRA household is any residence with a Walhalla or Brynhild address (or frontage) between Indianola and High Street, plus three Morningside properties).

Results:

• Results shared with the mailing list as aggregate totals (Yes / No / Abstain and participation count)
• Individual names/addresses/votes would not be posted to the mailing list
• A complete vote record would be maintained and available for inspection upon request

I’m aiming to keep this simple and inclusive, while finishing in time for the upcoming CAC meeting.

If you have concerns or suggested changes to the process, please let me know (or reply here). I plan to open the vote over the weekend.

I won’t be a voting member on this issue, as I now live on Lakeview. That said, I grew up on Walhalla and was recently elected as the District 3 Commissioner for the Clintonville Area Commission (CAC) which includes Walhalla.

I don’t intend to take a position in this thread. I do, however, want to emphasize that—regardless of the ultimate decision of the Walhalla Ravine Association—I am a strong proponent of neighbors organizing through associations to advocate for their street and for the broader community interests tied to those streets, homes, businesses, and public spaces.

Whatever position the Walhalla Ravine Association ultimately takes would be helpful for me to understand in my role as your newly elected area commissioner. My broader philosophy is to strengthen neighborhood-level civic engagement by listening to and elevating the voices of organized constituents.

If you all do take a position one way or the other, please let me know so I can communicate that perspective to the full CAC and help serve as your advocate.

Just a point of c;arification concerning voting & WRA membership - A household must "opt-in" as a WRA member to be eligible to vote (- in addition to having property on the ravine.)   About 50 households have opted-in (via the website signup that was hand delivered and was posted at the block party.)   

Jeff's role allows him to define how the voting will take place - I would propose that voting on this issue would count as opting-in.  (ie if you vote, you would be added to the WRA as a member - assuming you are eligible as a property owner.)   Jeff - let me know if that works for you.

Some confusion has arisen. Please let me clarify.  If you are on the ravine, you are eligible to vote. Please send email to jeff....@gmail.com to say whether you are for or against the resolution.  The resolution, in short, says we are against lot splits.  

You need to send email on the voting. That is all you need to do.

Folks, I think Cindy and Jeff meant that your vote needs to be sent to jeff....@gmail.com, not replied to in this google group. For the resolution means you are against lot splits, and vice-versa.

Jeff,  I know Carl and I were in the WRA in the past.  If we aren’t now, Debbie Shaw and Carl Yaffey both opt-in.

If you are against lot splits, the vote should be YES on the resolution, which opposes lot splits.

Jeff, maybe an email needs sent to the group from you, clarifying this.  In order to not be accused of telling people how to vote, the email should also say 
“If you are for lot splits, the vote should be NO on the resolution.

Yes, Debbie is correct.  "YES" is FOR the resolution to preserve lot integrity.  "NO" is against the resolution (and instead favoring lot disintegration/splitting).

Proposed Resolution: Lot Integrity under Restricted Rural Residential
(RRR) Zoning
WHEREAS, the Walhalla Ravine Association was formed in response to development
pressures that threatened to fragment the Walhalla Ravine through repeated lot splits and the
loss of significant green space; and
WHEREAS, as an early and foundational achievement, the Association successfully advocated
for the rezoning of ravine properties as Restricted Rural Residential (RRR) in order to preserve
open space and maintain the environmental and neighborhood character of the ravine; and
WHEREAS, the intent of the RRR zoning designation includes maintaining existing lot
boundaries, setbacks, and surrounding green space as essential elements of that preservation;
and
WHEREAS, the City of Columbus has since adopted Accessory Dwelling Unit (ADU) regulations
that provide a means of adding residential capacity while preserving lot integrity and the
purposes of RRR zoning;
NOW, THEREFORE, BE IT RESOLVED, that the Walhalla Ravine Association reaffirms its
long-standing support for maintaining existing lot boundaries within the Walhalla Ravine area
zoned Restricted Rural Residential; and
BE IT FURTHER RESOLVED, that the Association shall oppose proposed lot splits within the
RRR-zoned ravine area as a matter of standing policy, where such splits would reduce green
space, alter established setbacks, or undermine the historic intent of the zoning; and
For clarity, the Association’s opposition is limited to subdivisions that fragment existing lots into
smaller parcels, and does not extend to lot consolidations or boundary reconfigurations in which
portions of a lot are adjusted or attached to adjoining parcels in a manner that preserves overall
lot integrity; and
BE IT FURTHER RESOLVED, that an exception to this policy may be considered only upon an
affirmative vote of the Association based on the specific circumstances of a given proposal.
