Good Evening,

The club website w1bd.net has been down for some time. This year I built out a new site which served its purpose until I could obtain backup of the original w1bd site. I restored the backups to https://w1bd.club giving us the same capabilities we had originally.

Please visit https://w1bd.club for the latest news and updates, though I must admit nothing new has been posted since the site went down about 2 years ago. :-) Stay tuned as we get back to posting.

Good morning all,

Passing along a note from a friend at VT Emergency Mgmt. connected to RACES and future emcomm happenings, FYI.  There is an event on 12/17 that sounds like is available to anyone who wants to join.

Totally unrelated, did everyone see in the recent QST issue our very own KC1UYC making an appearance?

Ryan

Subject: [DPS.AllEMDirectors] Disaster Communications Planning

Vermont Emergency Management has formally sunset the Radio Amateur Civil Emergency Service (RACES) program effective November 1, 2025. Despite this, VEM retains overall responsibility for coordinating communications support during disasters and emergencies.

Amateur radio operator skills and expertise remain critical to our state's emergency preparedness. We encourage former RACES volunteers to continue their service by joining the State’s Medical Reserve Corps (MRC) program under the Vermont Department of Health (VDH). The MRC is a national program under the Administration of Strategic Preparedness and Response (ASPR), which brings together medical and non-medical volunteers with a public health/healthcare-focused mission to improve community outcomes for people during emergencies. Many MRC units across the nation support an Auxiliary Communications mission set which involves the use of amateur radio volunteers to support hospitals and healthcare entities with emergency radio traffic. If you would like to learn more about this opportunity, review the attached factsheet. Any questions about the MRC program should be directed to Heather Rigney (KC1PMR), State MRC Coordinator, or John Colt (NV1Y), MRC Volunteer Coordinator.

I wanted to take this opportunity to also mention that Towns should have plans on how to communicate internally and externally when normal methods of communication are down.  This may include, but is not limited to, alternate communications technologies (Starlink, satellite phones, radios, etc.), rally points, or message boards (which should include the three public notice locations mentioned in your Local Emergency Management Plan).

The State is currently working on updating its disaster communications plan and is using this opportunity to understand which alternate communications will work best for us during a disaster.

As towns work through their individual emergency communications plans to ensure effective communication during a disaster, VEM is happy to provide the following training opportunities.

  • Vermont Emergency Management Lunch & Learn - When All Else Fails: Communicating During Helene: Real lessons from Hurricane Helene on how to stay connected when every system goes down. Virtual event: December 17th, 12-1pm.  Registration required.
  • PACE Communications Training: Available by request through your Regional Coordinator, this live delivery will walk cities, towns, and regions through creating a communications plan considering Primary, Alternate, Contingency, and Emergency (PACE) Communication methods and discussing additional emergency communications components in about 2 hours.

I'd like to clarify to everyone that while Vermont RACES has been deactivated, Vermont ARES remains and continues to be active.

The current ARES Section Emergency Coordinator for Vermont is Leigh Dupee, AC1IX. He can be reached at ldu...@outlook.com.  Vermont ARES continues to welcome new members, and is running active weekly nets, simplex tests, and Skywarn nets.

Cathy NQ1B
