Yes, hopefully this will work:

$ export I_KNOW_WHAT_I_AM_DOING=yes
$ wget https://raw.githubusercontent.com/votca/buildutil/master/build.sh
$ chmod +x build.sh
$ ./build.sh --release 1.3.1 tools csg

but I really don't recommend it, Votca 1.3.1 was released in Aug.
2016, so nearly 3 years ago, just let it rest in peace.
Plus, it depends on an old version of gromacs as well, which opens
another can of worms.

If you want to do AdResS use Jakub's AdResSLab
