Subject: Appeal for Strict Action against all kinds of Noise including the Loudspeaker of Mosques, Temples and all Religious Places of Worship

Respected Shri Yogi Adityanath ji,

Namaskar. Hope that this mail of mine finds you in the best of health and spirits.

Satya Foundation is a Registered Society under Indian Societies Act-1860 in Varanasi since 30.12.2000 and we are working Pan India against Noise Pollution since February 2008 without any Corporate or Foreign or Government funding. Satya Foundation also runs Helpline number 9212735622 against Noise Pollution and We have got FIR registered against Loudspeaker of Both Muslims and Hindus in Varanasi. We have organized so many Programs and Lectures in so many districts of Uttar Pradesh. And also went to Police Training Centres and organised Noise Awareness Programmes in many of the Police Lines in Districts of Uttar Pradesh and Haryana.

Sir, You should launch offensive Campaign against Noise Pollution in whole of Uttar Pradesh. You should instruct your machinery to nab and challan the people using Pressure Horn in their Vehicles. Not only Circle Officers (and above), Police Constable should be also given authority to challan such Vehicles. Then, there should be system of Complaint Registration by General Public with Vehicle number and the name of complainant be totally Secret (100% Confidential).

Respected Chief Minister Sir, the Honourable Supreme Court has not banned D.J. but has allowed only within Legal limits as prescribed in the Environment Protection Act-1986. Even during the day time, the high decibel Sound in Public Places is illegal. Any Noise beyond permissible limits is illegal in Marriage Lawns or residential locality in city or village area, even during the day. Even 1 speaker Box with high Decibel can shake windows/doors of nearby Houses/Cars and cause heart attacks and in many cases, heated arguments, Riots and Murders. 

Sir,.Under the Noise Pollution (Regulation and Control) Rules-2000, Police has been given enormous powers to control and combat Noise Pollution. The entire staff of Uttar Pradesh Police, especially the Inspectors, Senior Sub- Inspectors & Sub- Inspectors at all the Police Stations (Thana) and Police Outposts (Chowki) should be provided with Decibel Meters for Strict Action and On-the-Spot Penalty. 

Respected Chief Minister Sir, Since any use of Horn or even 1 Speaker Box in Silence Zone is a punishable offence, any permission to Religious or  Marriage Procession with Loudspeaker or D.J. on Road is illegal because on every road, you find Hospitals, Schools, Places of Worship and Courts and these 4 areas fall under Silence Zone. 

Then, as per the Supreme Court Order, in not only the Wedding Ceremonies, Loudspeaker has to be 100% switched off between 10 p.m..and 6 a.m. in Mosques,Temples and all places of Worship. And as per another Judgement by Delhi High Court, the height of Loudspeaker Box should not be more than 8 feet from the Ground Level and the Loudspeaker inside Religious Places of Worship should be inward- facing. 

Why can't we execute such exemplary orders in all districts of.Uttar Pradesh which will be role model for rest of India. In April 2022, I as Secretary of Satya Foundation applauded you, Yogi Adityanath ji in Live Show in Primetime with Shri Ashok.Srivastava on DD News for your will power and action against Religious Loudspeakers but now the Noise has started again and Sir, it's the duty of State to implement all these orders & Instructions by Supreme Court of India, Allahabad High Court and Delhi High Court in Public Interest for Good Health, Peace and Lesser dependence on Hospitals and Medicines.
