The official launch of the new VoIP.ms Console is just one day away. If you purchased the License Key for the original version you'll be eligible for a FREE LEGACY SUBSCRIPTION to the new version. This legacy offer will available throughout the month of February, but after that it's gone. This was unfortunately necessary to prevent future hacks from providing a way to get the subscription for free.

No, the new official release won't be on the Play Store until tomorrow morning. When it arrives, you should try installing from the Play Store, as whatever it is that's preventing you from getting it sounds like an issue with the open test track. At the very least, you should be able to uninstall the app and install the official version from the Play Store and restore your backup to get all the settings back. Let's see what happens tomorrow.
