runtime(tex): improve syntax highlighting

runtime(tex): improve syntax highlighting
this change includes the following changes:
- a macro option must be https://github.com/vim/vim/issues/1–https://github.com/vim/vim/issues/9
- add \providecommand
- add starred versions of
ewcommand,
ewenvironment, and their
variants
- add number of arguments to \(re)newenvironment
