Hi, Bram!

This updates the TOhtml changelog to reflect the changes made in the Vim runtime so far in Vim 9.0, and also fixes the new g:html_no_doc and g:html_no_modeline options when generating HTML in diff mode.

I have added tests for these new options in my dev repository: https://sourceforge.net/p/vim-tohtml/code/ci/default/tree/testdir/test_nodoc.vim

I'm going to try fixing a couple more known bugs tomorrow and sending another update, but wanted to get this out since it syncs my repo with the main Vim github changes.

Let me know if anything looks off! I've been a bit off the grid lately when it comes to Vim development, so I'm a bit rusty.

I almost missed this, it somehow ended up in my spam folder. I'll

I did not send more recent files yet, thanks for checking. I have work in progress that I didn't get to finish. I'll aim toward another small bugfix release by the end of February.
