PRs for the Vim 9.1 release milestone

Most of the outstanding PRs are now either assigned to the vim-9.1 milestone or
to the backlog:

The criteria for the vim-9.1 milestone PRs are:

1. Fix for a Vim crash.
2. Security vulnerability fix.
3. Coverity analysis fix.
4. Fix for a bug in an existing feature.
5. Runtime file update.
6. Minor new feature.
