Because it always works, even when you are switching between utf-8 and
some other encoding before exiting.
Also for backwards compatibility. If you used to have 'encoding' set to
"latin1" and decide to switch to "utf-8" then there won't be conversion
errors, only some text might not show correctly.
Besides, I've not heard a user complain about how it currently works.
Making a change would be asking for trouble.
