smoothscroll issue with 'gj' 'gk'

This may be something that hasn't been address yet, and so isn't
expected to work. The file "longer" is one very big line that spans
multiple screens.

- gvim -U NONE -u NONE longer
- :set smoothscroll
- ^E (do several)
- gj

Observe: rather than simply moving the cursor down one line, it also
scrolls the screen such that the beginning of the line is now topline.

Other cursor move commands too.

Looks like the 'scrolloff' value doesn't matter.

I can no longer reproduce these problems.

That finishes the 'smoothscroll' items that were in the todo list.
If you find any other problems, please open an issue on github and give
reproduction steps.
