mark _'"_ can be changed

I don't know if this is an issue, or a misunderstanding. In the help for
'quote it says

As long as the buffer is visible in a window the position won't be changed

I find that _m"_ in a window changes the mark.

Yes, you can manually set the mark. But Vim will only set it when
closing the window, or editing another buffer. It won't change when
moving the cursor.
