flaky test Test_popup_and_window_resize

Bram,
the vim-win32-installer builds fail regularly with Test
Test_popup_and_window_resize

Usually retriggering the build fixes it. So can you please mark test
Test_popup_and_window_resize as flaky?

OK. You could also try some sleep somewhere. But if you can't
reproduce it that might be difficult to figure out.
