[vim/vim] Add digraph for horizontal ellipsis (#4472)

I would like to request a digraph for the horizontal ellipsis, U+2026:

I did see PR #1226 from back 2016, but for some reason it was rejected.

I would like to propose using the digraph el, but I am really open to any proposal.

There already is one. Be sure to be in Insert mode, then hit Ctrl-K followed by a comma then a full stop.

the little dot you write at the end of a sentence, to create a long
pause — longer than for a semicolon, which is longer than for a comma.
You know what a comma is, don't you? Well, a semicolon is a dot above
a comma.

Full stop is the term in British English for what is a period in
American English. It is the last character in these sentences.

BTW, the official Unicode name for the codepoint U+002E is FULL STOP
but the HTML entity for it is &period; :-D
