[Regeression] Insert mapping starting with ° doesn't work anymore

Using gvim 8.2.4845 (Windows 7, 64-bit) with -U none -u none -n --noplugin, the following mapping does no longer work (I found that issue only now, but the issue is already in version 8.2.4815): inoremap °1  #34523.
In contrast, the following mapping: inoremap !1  #34523 works...

Is this in the GUI? There were some recent changes in key handling. It
was supposed to make it work bettern, not break anything...
did patch 8.2.4846 help?

a) yes it's gvim, and
b) no, the issue persists in 8.2.4847.

Please create an issue on github, providing sufficient information to
reproduce the problem. Assign it to user LemonBoy, who has been changing
the key handling in the Win32 GUI.
