Surprised ! volunteer cannot deny -there is no scope -Registration might be issue for the beneficiary being from outside would need Authorisation to Register -that OIC ONLY is empowered  -seems more like misunderstanding -mis communication 

Could you advise which polyclinic it was ? Very few polyclinics are having Officer Volunteer services including Mine Secunderabad 1 where I also at 83 do Volunteer service ( since 2013)

*Authority:* *No volunteer, staff, or functionary* can deny consultation
based on membership location.

The *OIC of the polyclinic*, when approached, immediately provided
consultation, confirming that the volunteers’ refusal was *arbitrary and
unlawful*.
🚫 *Misconduct by Volunteers:*

Volunteers are meant to *guide and facilitate*, not obstruct or harass.

Denying services *misuses their position* and causes undue hardship.

Such behaviour is *unbecoming of veterans* and contrary to ECHS
objectives.

📌 *Advisory for Beneficiaries:*

1.

*Do not accept wrongful denial of service* at any polyclinic.
2.

*Report any refusal* immediately to the OIC Polyclinic or the *Regional
Centre ECHS*.
3.

*Remember your rights:*

Consultation is allowed at *any ECHS Polyclinic in India*.

Prescribed medicines are allowed for up to *15 days outside your
parent polyclinic*.

*No volunteer or staff member* can deny consultation/rightful
entitlement/services.

🔴 *Call to Action:*
 
Volunteers who *obstruct or harass beneficiaries* must be *removed from
Help Desks*. Their continued presence *undermines the scheme* and erodes

Consider your Thesis is done/finished if you contact me : not just some
random complaints but scholarly analysis/synthesis and policy choices based
on global best practices which will meet the requirements of scholarly PhD
thesis all written in Latex .
 
Alternatively, if you are interested ONLY in personal complaints as per a
statistical survey form designed by you, you may approach other
beneficiaries with a lot of complaints to fill up the statistical survey. I
have no patience with such surveys.

Dear Sir,

Thank you for your message and for your continued voluntary service at ECHS PC Secunderabad. Your long-standing commitment is acknowledged and respected.

However, I would like to clarify that the incident in question did not occur due to any misunderstanding or miscommunication. It was a deliberate act intended to create unnecessary obstacles under the pretext of volunteer service. The matter required — and received — the intervention of the OIC, ECHS Polyclinic.

I have personally addressed the issue and taken appropriate action. Both individuals involved have been firmly dealt with, and I trust they will refrain from any such misconduct in the future. Therefore, at this stage, I do not consider it appropriate or necessary to disclose their names or contact details.
