  4.   As regards the life certificate is concerned, there are other options than the Jeevan Pramaan available to the NRIs. As I gather the PCDA is already on the job to work out a module for the NRIs and we hope that by Jan 24 when the next  Life Certs will be due for most of us some thing may come up on this.

I am an NRI living in New York.  I too have not received anything in email or SMS. 

All I know is that my April Pension has come from PCDA by NEFT transfer and not though direct credit from Bank.

After reading  Brig Dhand's mail on Happy Sparshing,  I made many unsuccessful attempts to log into SPARSH.  Ultimately I realized that I was not able to access the Sparsh website because my US IP Address was getting geo-fenced.

So I bought a temporary Indian IP address (VPN) for under $10 for one month and then by following instructions of Brig Dhand, I could download my sparsh PPO and Pension slip without any hassle.  I used PrivateVPN which has legally been permitted to operate servers in India. I could repeat the same thing for my wife also who is an independent defence pensioner.  Of course the pre-requisites are : aadhar number, aadhar linked mobile number capable of receiving OTPs in USA, and an Indian IP address.

There are of course many errors in personal details but I feel they will get sorted out. For Example, according to Sparsh,  my wife is going to be born in Jan 3001, yet she is getting her pension (including OROP) regularly.  So Happy Sparshing to NRIs at least till they geo fence VPNs.

Digital Life Certificate continues to be a hitch because Jeevan Pramaan continues to geo-fence even the VPN based Indian addresses.  I do not know if one can get around this.

I live in USA and tried Surfshark VPN. It did not work.

I am taking this opportunity to seek help from this group about using SPARSH by veterans who do not have Aadhaar Card ( as we have overseas citizens of India cards ) , my pension has recently been transferred to SPARSH and I tried to access via VPN ( as I live in Canada) and it does not allow me to get any information unless I fill up Aadhar card number ( once you log in and immediately message pops up on the screen to complete the details of Aadhar Card.

 I also would like to share that there is a free vpn which can be down loaded and can be used -urbanvpn for chrome browser.

After trying SurShark, Private Internet etc. that di NOT work,  urbanvpn for chrome browser suggested by Lt Col Sudesh Kumar Sharma was only one that worked. I'm trying to setup Sparsh for my Dad Wg Cdr (R) S.C. Verma in the US.

This reply is not 'bout the main subject of this thread.
However please note that Aadhaar card can be legally held on to,
even after an Indian citizen acquires another country's citizenship.

if you had not procured an Aadhaar card before taking up another 
country's citizenship, you can, if you are an OCI card holder, 
still apply for an Aadhaar card when 
you next visit India. Though this consular link below says you need to stay
in India for 182 days, I have heard that some OCI card holders have managed
to get their new Aadhaar card by staying just 30 days.

It looks as though the important criterion is not the length of time on the
stay in India on the current visit in which you apply for Aadhaar, but on your 
connection to India which can be proved by other means like having 
bank accounts in India ( NRO or resident accounts in your name ) etc.

Also Aadhaar is not proof of Indian citizenship, and does not confer any
privileges as such. It is just a proof of identity. ( where as OCI confers
lot of privileges by virtue of your having been an Indian citizen earlier. )

I am mentioning this because it is much easier if you have an Aadhaar card
for submission of Annual life certificate. etc , even as OCI card holder. It is perfectly 
legal as per Govt of India rules for OCI's to hold an Aadhaar card.

My humble opinion. 
  1. Yes,  one is authorized an Aadhaar if an OCI stays in India for 182 days continuously. 
  2. Most important - One certifies in the Aadhaar Enrollment  form that one has been residing in India for at least 182 days in the preceding 12 months. 
  3. It is a fraudulent offense to falsely certify with an intent. Section 198 of Indian Penal Code prescribes the punishment. 
  4. It gets more complicated and compounded when an NRI/OCI commits a fraud.  In addition to punitive awards from India and migrated country, an NRI pensioner may loose his pension and his OCI card. 
Let us remain informed and be constrained.

Yes, I agree that we should not apply for Aadhar fraudulently.
I did NOT suggest so. 

I know of one recent case when the OCI who tried to apply for 
Aadhaar card was told to produce a bank statement in India 
on her name.

She did not have a bank account on her name at that point. So she has opened 
an NRO account and hopes to apply for an Aadhaar card on her next visit to India.
She had gone to the Aadhaar office in Delhi and was simply following the 
instructions of the the supervisor in that office.

If the Aadhaar office  is not insisting on 182 days stay, then how can you say 
it is fraudulent ?



Yes, if you feel that stay of 182 days is a must, please do that.

I was not aware that the Aadhaar application has a certificate 
that states that you have stayed continuously for 182 days.
I don't think so, but I will verify this .

My main point in the above post is NOT about whether stay 
should be 182 days or 30 days. Obviously I will ask the Aadhaar
office about this, while submitting the application. 

I never implied or advised any fraudulent behavior from anyone. 

My main point is that OCI's are also eligible for an Aadhaar card.
Someone had mentioned upthread that since he is an OCI card holder
he is NOT eligible for an Aadhaar card. That is not fully accurate.

My mother draws defence family pension in India and now lives with me in USA . I have the same issue & am unable to access website for SPARSH . I have no idea how to 
submit her life certificate. I am being told that the bank is obligated to upload the notarized life certificate to SPARSH on your behalf. Again, i am not sure about this completely. My mother 
hasn't received any intimation from SPARSH regarding her updated PPO number but the bank where she draws her pension has told us that her account has migrated . We are in a mess . I have no idea whom to contact and get this sorted out.

Please WhatsApp  me in +1 949 439 8255 for any questions.  (I just finished the process yesterday).

1. The SPARSH PPO (PID) should have been sent to your mother’s phone registered with the bank.  You need SPARSH PPO number to upload the Life Certificate at the bank or otherwise.

2. If your mother’s pension bank is not SBI, you need to scan the signed copy and send it to <sparshar...@gov.in>.  

But first thing first, SPARSH PPO is mandatory

This is simply pathetic. PCDA/SPARSH, when they migrated pension payments from CPPC to SPARSH, should have given the SPARSH PPO number to the Pension Paying Branches.  Then, the  pensioners have an access to their SPARSH PPO number at least.

This is a very useful thread.

I am in a similar situation to Ms Sangeetha Sanjeevi. My mother is an IAF widow drawing a pension from SBI but lives in the USA. All these years we have been getting life certificates from the nearby SBI branch in California. They have a standard format on their letterhead. We used to send that certificate to my relative in India who then personally submitted it in the SBI branch.

This year when we tried to submit the life certificate at the SBI branch but were told that they needed the new Sparsh PPO number. It seems not all pensioners have been migrated to the new Sparsh PPO at this time and the SBI bank people told pension payments will continue until Jan or Feb 2024.

We gave the relative’s mobile number for receiving messages regarding pension and the latest message received from Sparsh has my mom’s pension ID starting with the letters MIGxxxxxxxxxxxx. The expectation is once Sparsh PPO is generated a message will be sent to the registered phone number.

Hello All,

Thanks for the information. I am trying to assist my mother who is above 80 years of age and the pension for my father has been stopped. When her friend tried to submit the life certificate at the SBI bank in Pune, the bank refused. He got a PPO No from the SPARS office. However not sure if the PPO number is accurate or not, when I try the app "Start Family Pension" -- it asks for the unique identifier. If I use the bank account number it says not found. If I use the PPO number it says "Service request cannot be processed for prior  7th CPC cases". She spoke to SPARSH customer service who have told her to come to India. This is not possible as she has mobility and heart issues. Overall a very frustrating experience.

She resides in Ontario, Canada. Has anyone been successful after sending their life certificate  by email?

Please let me know.

Hello Sir,
I am living in USA with my son. I didnt get any email or SMS about SPARSH  either. I requested my bank to help me but they havent responded. Do you have direct phone number or email ID to contact SPARSH? 
I also need your advise how to switch my pension account to different bank close to my home in India. 
I am still trying to figure out everything as i use to live in India and took care of everything by visiting bank or offices to get advise and help. 
Please recommend any international or private bank I can use to manage my pension account and other accounts and are easily accessible in USA. What is the process to change bank and who should i contact? I am having lot of trouble dealing with Union Bank of India.

I am Col Malakar, Signals settled in upstate NY after my retirement in1996.
I did not get anything like ID and PW from sparsh.
I have Proton VPN.
I could get into sparsh website with my credential like service number and A/C number etc.

I could see my details including sparsh PPO and Original PPO number etc.
Only thing missing is my Mobile number.
I can not Log In Sparsh till I get PW from SPARSH.

How do I proceed from here to get PW.?

Any expert advice please?

There are different ways of submitting life certificate. Due to the nature of the health issues I got my m-i-l s life certificate through a  local notary public and e mailed it to CGDA . Got a confirmation as above within a week . So all went well and it was fairly easy this time

I have been using UrbanVPN for the last one year. 
Its free, and you can turn it off in your browser
when you don’t require it. There are some minor
issues like allowing it to track some of your browsing,
which I personally don’t care much about.

No, You don’t require a separate VPN for your spouse.

VPN works fine to open Sparsh web page. But can anyone can share  how you get past the requirement of OTP  to login to Sparsh. Can you register and get OTP on US phone #. Or do you have a phone with an Indian number.

Even Paid VPN is not very costly by international standards.
It is better to have  paid for your security .
Spending 200 odd USD or equivalent for a period of 2 years is not a big issue.

You cannot get OTP on foreign numbers.
Go in for Airtel Prepaid mobile number.
Get International roaming for 1 year Validity. costing around 2800 INR. 
You also get 20 free outgoing SMS , 2 GB data and 100 minutes of worldwide calls.
All inward SMSs are free to receive OTPs

You need an international roaming pack only to send outgoing SMS or voice calls from outside India. To receive OTP or other incoming texts in the US, all you need is an Indian SIM and prepaid plan that is current and active in India. 

OTPs used to be a real problem before around 2008, as no Indian carrier had a tie up at that time with US carriers, to route incoming SMS  to India based SIM’s without an international pack. These days, international pack is not necessary to receive SMS in the US.

Hello, 
I am trying to download the Jeevan Pramaan Windows Application for a few days now, however, after putting my email and Captcha code, I do not get the download link on my email. I have tried this a few times now with a different combination of email and browser. 

I am in Canada and my father is currently visiting us and want to help him get his life certificate generated for his defence pension. The Android version of Jeevan Pramaan app is downloaded, but DO NOT work with any and all VPNs that I have tried so far, including spoofing geo-location on Android, hence my interest in trying the the Windows app. 

Will try MLC route if the app isn't operational right now.

Hi,

Windows application will need a fingerprint scanner authorised by Jeevan Pramaan as per details in the documents provided on website. Fingerprint machine will need RD(Registered Device) Service purchased from service providers. Furthermore, fingerprints will be matched with ones given while registering for Aadhar. 

For using Android application or windows application, you will have to change the date and time to Indian standard time.

I doubt whether Jeevan Pramaan is geo-fenced, but you need to set  your Windows time to Indian Standard Time for JP to respond.

Dear Sirs, 
Thank you for your replies. I was able to successfully complete the life certificate flow using the Android app today, I am located in Kitchener, ON, Canada and selected the New Delhi server on the VPN app to complete the flow. I previously used the older version of the Jeevan Pramaan app and AadharFaceRD service which was probably the reason this was not working for me.

To complete this I had to install and configure the following on my Android phone (running Android v14), which was setup with the India locale and IST time zone - 
1. Jeevan Pramaan App v4.0.1
2. AadharFaceRD service 1.1.1(24)
3. Private Internet Access VPN
4. Fake GPS (Location mocking app)

After completing the Life certificate flow in the app, the Jeevan Pramaan app generated two Pramaan IDs, one each for ARMY PPO and Sparsh PPO (please see screenshots - PII redacted). I was able to log in to https://jeevanpramaan.gov.in/ with these Pramaan IDs and download the life certificates corresponding to each Pramaan ID with the correct details. Would request someone who has used the JP app previously to confirm if this is the expected behaviour and if there are any further steps that I need to take in order to complete the requirements of Life certificate verification.

I  tried the one you suggested but I received an error that this app is for the older version of Android. 

Mine Android is the Latest version 14. Can you suggest another one and if it is free.

Try using this one but you will have to alter some settings after going to developer mode. Follow instructions given by application properly.

I installed the fake GPS Location and it can fake Delh's Location on  Android Cell now. I can view my location as Delhi on Google Map.
But still, I am unable to find  Adhar Face RD in the Play Store.  
Do i need to make any location on my cell phone like the date and time to IST or Location?

To download applications that are only available in India Play store like Aadhaar face Rd, ECHS Beneficiary App etc, you will have to change play store location to India which is little tricky as you can only change it once in 12 months i.e. you will not be able to change to your local playstore after downloading any applications. I have a separate phone for India related use. So, if you can use any spare phone for this purpose then only it is worth the hassle. You will also need to add a debit/credit card to change the country. Instructions for changing play store country are available online.

If pension is paid through Sparsh, a notarized life certificate can be emailed to sparsh as per PCDA Pension letter of Oct 2024 that I have shared today with the group. I don't know about Canada but here in the USA, bank branches have notary agents and they do it free of charge for their customers.

I got my aunt's Life certificate notarized here in  Vancouver Canada and emailed it to sparsh...@gov.in last month.
It took around 2 weeks and found an update on Sparsh's site to Oct 2025.

Now I am trying to have the Jeevan  Pramaan app running on my Cell phone for my Mother's life certificate due in Jan 2025.

I would like to shout out for Mrityunjay whose steps and pre-requisites were accurate to open the Jeevan Praman App from Toronto, ON Canada and to complete the identification process using the app.

I would just like to add 3 basic requirements along with the installed apps which already mentioned by @Mrityunjay are as below
1. Change location to India's any city using the Mock location app (I used "Location Changer" downloaded in the Android OS)
2. Change time settings in your phone to IST time zone i.e. GMT+5.30 hrs
3. Connect India server for Indian IP using the "PIA VPN" app downloaded in Android as already suggested by Mrityunjay

Now what I know after the identification completion in Jeevan Praman app it will take few days (atleast 2 days - Not 100% sure though) to get the completion reflected in Sparsh portal so just asking @Mrityunjay if he can confirm that now in the Sparsh portal the Identification process is showing completed for him or not?

Anyone need any tips/help to make the Jeevan Praman app working then please feel free to buzz me in. 

Thank you so much and it seems all your help and suggestion finally worked for me to complete the process and in turn my veteran father-in-law is now happy being in Canada.

Yes, we received confirmation SMS and also was able to see the status of the life certificate updated on Sparsh in 2 business day.

Many thanks for the pertinent information provided. Greatly appreciated and I could log in as per new PPO no. There is no public sector bank branch in Ottawa and I do not have a biometric device. I had forwarded a scanned copy of Life Certificate to Sparsh NRI,​ the Life Certificate being issued by the High Commission of India, Ottawa, Canada on 20 Nov 2024 after due physical verification, as per earlier PPO no. on that date. Two days later on 22 Nov 2024 I received an SMS notice re change to new PPO no. I have asked Sparsh that the submitted Life certificate be utilised for their further action. Hope this suffices.

Hi everyone,

I am based in the US and recently submitted my mom's Digital Life Certificate (DLC) through the Jeevan Parmaan App. However, it is not reflecting on the Sparsh Portal. I have sent the attached DLC to sparsh...@gov.in as per the instructions.

Has anyone else faced this issue? How long does it typically take for them to reply and process the submission? Any insights or suggestions would be greatly appreciated!

Private Internet Access worked for me. I have also heard ExpressVPN and SurfShark working for others but did not try personally.

I used Surfshark VPN to access SPARSH portal. As regards the Life certificate. I sent a scan copy  by email to Sparsh.

A life certificate signed by a public notary, in the Senior Center of the city. Public notaries notarize free of charge, in the senior centers of California.

No, you have to type out the life certificate yourself. The Notary Public will sign it after identifying you.
