INFORMATION FOR ECHS BENEFICIARIES
(Regarding Access to Empanelled Hospital Bills on BPA Portal)
In the interest of transparency, accountability, and protection of beneficiary rights within the Ex-Servicemen Contributory Health Scheme (ECHS), beneficiaries are informed of an important development.
In view of recent investigations by the Central Bureau of Investigation (CBI) involving certain ECHS employees and empanelled hospitals, the competent authority has taken constructive steps to strengthen transparency in claim processing.
The Managing Director, Central Organisation ECHS, has initiated measures enabling beneficiaries to access:
Empanelled hospital bills raised in their name
All individual bills processed by the respective ECHS Polyclinic (PC)
Complete claim details under the “Card History” subsection
This information is now available through the Beneficiary Login on the BPA Online Claim Portal.
All ECHS beneficiaries are advised to:
Regularly log in to the BPA portal.
Carefully review their Card History, treatment details, and claim records.
Verify that no unauthorised, inflated, or fraudulent claims have been processed using their ECHS card.
Immediately report discrepancies, if any, to the concerned Polyclinic and higher ECHS authorities.
Enhances transparency in financial transactions.
Strengthens internal accountability within ECHS.
Protects individual entitlements.
Helps prevent misuse and fraudulent claims.
Safeguards the integrity of the Scheme for the entire veteran community.
Active vigilance by beneficiaries, combined with responsive administration, will significantly contribute to ensuring that the ECHS system functions efficiently, ethically, and in the best interest of all veterans and their dependents.

While providing beneficiaries with access to empanelled hospital bills on the BPA Portal is an important step towards transparency, the system will be significantly strengthened if mandatory SMS / WhatsApp alerts are also introduced for ECHS beneficiaries.
Such automated notifications will ensure that beneficiaries remain informed about every stage of their treatment and billing process.
Beneficiaries should receive real-time SMS / WhatsApp notifications when the following actions occur:
1️⃣ Referral Generated
Notification when an ECHS Polyclinic generates a referral to an empanelled hospital.
2️⃣ Hospital Admission Recorded
Alert confirming that the empanelled hospital has recorded the patient’s admission on the ECHS system.
3️⃣ Hospital Bill Uploaded on BPA Portal
Notification when the hospital uploads the treatment bill/claim for processing.
4️⃣ Claim Processed
Alert when the claim has been processed by the ECHS Regional Centre.
5️⃣ Payment Released to Hospital
Notification when payment has been released to the empanelled hospital.

Providing beneficiary access to BPA portal records along with mandatory SMS / WhatsApp alerts will create a robust, transparent, and beneficiary-centric monitoring mechanism, ensuring that ECHS services function with greater accountability and integrity.
