Peer review is of extreme importance in these matters. The purpose of sharing this policy analysis is for peer reviews however critical it may be. If you find the paper/book requires critical peer review, it is incumbent upon you to be as critical in the peer review so that errors and omissions do not escape unchallenged.
No idea, no concepts, no policy recommendations are worth its salt if it cannot survive such critical peer review challenges.

So, feel absolutely free to be as critical as possible to review these.
